It is a much-tested rule and some other scholars of astrology also support this. So here Jupiter is acting as a 6th lord more than the 9th lord.

3- The pair of signs and its navamsa is weak as per Jaimini`s scheme. As movable and dual, fixed and fixed is the weakest pair and the dual and dual, movable and fixed is mediocre.
4- The zodiac sign lord, its navamsa lord, its star or star lord and its 64th navamsa lord are malefic by nature.
5- The zodiac sign of extreme junction.

This is a weak point for the following reasons. Firstly it is a pair of fixed and fixed signs and both belong to the cruel planet with Purvaphalguni star and Ugra (उग्र) or agitated star.
